The Massachusetts Right to Repair Coalition today announced it has turned in 102,000 signatures to ensure an initiative petition to enact an update to the Commonwealth’s Right to Repair law before it reaches the 2020 ballot. The Coalition – a group of Massachusetts independent repair shops, auto parts stores, trade associations, consumers, and drivers – said that a lack of progress on an update to the law in the Legislature led them to pursue an initiative petition so that Massachusetts car owners will continue to have access to the repair and diagnostic mechanical information produced by the vehicle they own.  

By 2020, advancements in vehicle technology and increasing restrictions by automakers will result in more than 90% of new cars being equipped to transmit real-time diagnostic and repair information wirelessly to vehicle manufacturers, which could threatening Massachusetts consumers’ rights to choose to get their cars fixed at trusted independent repair shops or do the work themselves.  

The Massachusetts Right to Repair Coalition supports bipartisan legislation filed in January by 12 State Representatives and two State Senators to update the Commonwealth’s Right to Repair law. The bills generated 55 co-sponsors, and if the bill is enacted into law by the legislature in 2020 it would eliminate the need for the ballot question to proceed.

“We need to update the Right to Repair law before wireless technologies remove the car owner’s right to get their vehicle repaired at our local, independent shop because the automaker would rather steer them toward one of their more expensive dealers,” said Alan Saks of Dorchester Tire Service. “This is a common-sense reform and we’d love to see the Legislature move forward and fix it so that we don’t have to go to the ballot to protect consumers’ rights to shop around for car repairs.”

Said Massachusetts Right to Repair Coalition Director Tommy Hickey, “Independent repair shops across Massachusetts are proud to reach this milestone of more than 100,000 signatures. Our independent shops are increasingly facing the prospect of having limited or no access to diagnostic and repair information now that automakers are restricting access through rapidly expanding wireless technologies in vehicles not covered under current law.” 

The ballot initiative would give car owners access only to the diagnostic and repair data generated by their car, and they could opt to provide access to any dealer, repair shop, or automaker that they choose during the lifetime of their car.

The Coalition delivered its signatures to Secretary of State William Galvin’s office on Tuesday and Wednesday. The initiative petition filed is entitled An Initiative Law to Enhance, Update and Protect the 2013 Motor Vehicle Right to Repair Law. The key provision of the initiative is as follows: 

Commencing in model year 2022 and thereafter a manufacturer of motor vehicles sold in the Commonwealth, including heavy duty vehicles having a gross vehicle weight rating of more than 14,000 pounds, that utilizes a telematics system shall be required to equip such vehicles with an inter-operable, standardized and open access platform across all of the manufacturer’s makes and models. Such platform shall be capable of securely communicating all mechanical data emanating directly from the motor vehicle via direct data connection to the platform. Such platform shall be directly accessible by the owner of the vehicle through a mobile-based application and, upon the authorization of the vehicle owner, all mechanical data shall be directly accessible by an independent repair facility or a class 1 dealer licensed pursuant to section 58 of chapter 140 limited to the time to complete the repair or for a period of time agreed to by the vehicle owner for the purposes of maintaining, diagnosing and repairing the motor vehicle. Access shall include the ability to send commands to in-vehicle components if needed for purposes of maintenance, diagnostics and repair.  

The Massachusetts Right to Repair Coalition now has more than 4,000 members statewide. In addition to independent repair shops and Massachusetts auto parts stores, members of the Coalition include the Alliance of Automotive Service Providers of Massachusetts (AASP-MA) and the New England Tire and Service Association (NETSA). 4.3 bucking at 4000 rpm no codeshttps://www.autoshopowner.com/forums/topic/13405-43-bucking-at-4000-rpm-no-codes/ 2000 Chevy Blazer 4.3 V6 auto 2WD 174000 miles. Runs strong till 4000 rpm then starts bucking. If I stay in it, it will eventually pull thru and easily climb to 5500 rpm. This is in every gear. No codes at all. No misfires counted in live data. Nothing that looks out of the ordinary in live data. Fuel pressure looks good but can not see or record it while driving. If it was fuel related I do not think it would continue to climb. Same with a plugged cat. Any thoughts? I'm running out of ideas.

2012 Wrangler - Parasitic Drawhttps://www.autoshopowner.com/forums/topic/11656-2012-wrangler-parasitic-draw/I have a Jeep in from a NEW customer. Battery dead this morning. Was towed in and had 6 volts. Put jump pack on and it started right up. New battery and alternator in December. Car is drawing 3.7 amps I pull the radio fuse and it drops to 1.7 amps. Is 1.7 normal? Still seems high to me. Perhaps 2 draws? Also, I am not totally happy with the alt output.

Scope helphttps://www.autoshopowner.com/forums/topic/11720-scope-help/I need some help interpreting a secondary ignition wave form. The only way I know to describe is as so. The coil fires and voltage spikes, now occasionally the burn line will start at the top of the spike and drop rapidly till the end of the burn. Basically a straight line on the spikes from start to end of a good wave form.

 

Any Idea?

I have the J2543 interface, a laptop with the room for the information on it, an account with GM that I will access for two days tomorrow, and a battery maintainer to arrive tomorrow. Just wanting to know if I am missing anything or if you have any suggestions or advice for me.

Based on this analysis, Honda concurs with the U.S. Secretary of Transportation’s recommendation that this particular sub-group of 313,000 “Alpha” vehicles should only be driven to a dealer in order to have their Takata airbag inflators replaced as rapidly as possible. There is an abundant supply of replacement inflators and the repair is free of charge and can be completed quickly.

Had a fun one today!https://www.autoshopowner.com/forums/topic/10678-had-a-fun-one-today/I had a 93 lexus ls400 come in been at another shop for a while now, they could not fix the problem. The car would run and drive fine if you were very easy on the gas. If you gave it a good load it would buck and go crazy. Would set a code 41 tps circuit. Of course obd1 not so much in the way of data stream etc.. manually checked tps sensor passed no problem , checked the continuity back to the computer no problem. Found leaking capacitors in the computer.

01 suburban k2500 radiatorhttps://www.autoshopowner.com/forums/topic/10646-01-suburban-k2500-radiator/Has anyone come across a problem with getting the correct radiator for these trucks? I have ordered 5 different radiators with all the same problems and also every single radiator I have gotten has been open box. Which leads me to believe there is a problem with the specs on these radiators. Here is the problem, they are 3/8 " quick disconnect for the trans lines and they have an engine oil cooler on the other side tank, all that is fine but when it comes to the upper radiator hose there is the problem, all the new ones come with 1 7/8" inlet and outlets, the old radiator is much smaller I didn't measure it but I would say it is maybe 1 9/16" . The stock upper hose and the 2 new upper hoses I got are all the smaller diameter on both ends about 1 9/16th they have no hose that they can find that is 1 7/8" on one end and 1 9/16 on the other.. what is the deal? Any truck guys out there come across this problem what was the solution? The truck has the 8.1 liter engine in it

Driving 40 MPH test drive , throttle released or slowing down engine revs goes into limp . as long as you are moving it is fine I can clear code with verus and off it goes. Mitchell mentions that data stored must need reflash. I called ford they are lost. I just keep going back to this Intermotive module . Anyone ever seen this code. P0219. Thanks David

Do NOT put 75w90 in a GX460 transfer case. A GX470 is fine, but 460 takes a very specific fluid. One of the techs learned the hard way at the dealership when they first came out. Today, I got lucky enough and caught one of my techs draining the fluid in one and getting ready to fill with 75w90. No damage done, but still costs ~$75 a can (yup, they put it in a freaking soup can that is no where close to practical).

2005 Chevy Astro 4.3L - Int No Start.https://www.autoshopowner.com/forums/topic/10569-2005-chevy-astro-43l-int-no-start/We are stumped on this one. This van was limped to us by the customer who tried to fix it himself. Truck was skipping and barely running.
We shimmed the new crank sensor. Reset the distributor (it was off 2 teeth). We repaired the common ground issue this vehicle has. Changed the dist. cap and rotor with Eclin parts.
Truck ran great for one day. Day 2 it was limped back to our shop. We found that we had to cycle the key to get the fuel pressure up. We replaced the clogged fuel filter. Truck still wouldn't start because of no spark.
We changed the ignition module and the truck started and ran fine for a little bit. The tech noticed that the voltage gauge was pinned in the red. We assume the high voltage cooked the module.
Any ideas would be greatly appreciated.

I would like to say this site has been grate on giving me some insight into how other shops run and conduct day to day operations. I would like to say thank you for that and I hope to contribute in the future. now let me tell you about my issue with this car.

 

A good customer of mine has a 2001 Hyundai Electra. The vehicle is in grate condition always takes care of what needs to be done. Over the past 3 weeks the check engine light has come on a number of time throwing p0455. we have smoke tested it each time passing with flaying colors the ball is pined right to the bottom. checked the purge valve working grate. so we conducted a evap system test using the versus. now ether the test passes. or the test closes the vent valve and pulls a vacuum on the system then 25 sec into the test the ecu opens the vent valve before the test is done. vacuum drops and sets the p0455. its not the CVV but the ecu itself opening the ground circuit. I've never seen a ecu/pcm fail in this way.

my question to you is why? do think the ecu is faultily?

(the other shop had replaced almost every sensor on the car including cam and crank sensors twice) so I crank the car I have a rpm signal good crank sensor good, manually check the cam sensor good operation. Decide to check no spark or injection pulse, cranked it several times every once in a while at the start of the cranking I would get a quick injection pulse and spark. Unplugged an injector found power on both sides of the injector harness, checked the rest of the injectors same thing. So Bad injector driver in the computer? I do not have the wiring diagram at this time since our internet at work is down (switching to another company) so I can't access shopkey pro. Then I started thinking why is my spark doing the same thing? Security of some sort? The car has a metal key not chipped so I wouldn't think so . I had my scanner scan all systems of the car and it has nats v5 , now I still don't have any internet so I can't find any info on this does anyone have any insight about nats v5 before I condemn this guys computer? or is it just some fluke thing that nats v5 shows up and it really isn't anything at all? I did check codes with the scanner for security it says no codes. so I don't know with out some wiring diagrams and info on the security system. The only other thing I have not checked since on wiring diagrams is grounds for the computer.

It starts up easily at -30* and will run right up to redline easily. Here's the issue; at part throttle cruising about 50mph with cruise control on it will hesitate a bit and plume blue smoke out the tailpipe. Driving it with a heavy foot it never smokes. The hesitation is barely noticeable, but the smoke is. I changed the oil and filter with no improvement. Any help is appreciated.

Got a call about the brake pedal going to the floor on a 94 Civic. After talking with the customer it sounds like a Master, were sure to check for any leaks on wheel cylinders, caliper, lines and hoses. We can't replicate the problem, we drive it do everything but take it on the highway. Customer's friend who's a "tech" talks to me after we can't replicate it and tells me to put a master on. We don't and tell the customer we'll have to come back out and try to replicate it again.



Customer calls back three days later, Master Cylinder got replaced by someone else brakes felt good and then when getting on the highway the same problem occurred. So I send one of my guys out again to check it out. I think maybe a defect reman got put on or whoever installed it didn't bleed it right. We bring a MC with us this time, tech can't replicate it and I really don't want to throw parts at this thing but I told him to try our MC and see if you have the same issue. Sure enough same issue. There are no leaks the loss of pressure only happens when the car is braking at over 40mph, I know this sounds crazy but its truly what is happening. The proportioning valve looks like it was replaced as it is all stripped up with paint pen. I only mention this because I'm at a loss, I can't figure this thing out and neither can my techs. Brakes feel great when driving bellow 40mph at 40mph and over loss of pressure.

Replace cooling fans assembly and they worked fine. Customer returned a few days later with complaint of fans now not shutting off. According to the wiring diagram the only pieces in the fan system are the coolant temp sensor, PCM and cooling fan module on the fan assembly. I replaced the fan assembly again hoping that would fix it but they still stay on. Replaced the ECT sensor, still staying on. Anyone ever come across a bad PCM keeping the fans on?

Progressive Snapshothttps://www.autoshopowner.com/forums/topic/10172-progressive-snapshot/I have a chevy sierra diesel in my shop that has had a history of map sensor and turbo codes. Have pulled this Progressive Insurance Snapshot thing out of the OBD2 port both times, gone through the diagnostics and found nothing wrong. Everything within specs. The one thing I noticed is the freeze frame data of all the codes is mostly stripped. Almost everything shows N/A for the data. Anyone have similar experiences and is it possible that the Snapshot device is causing the codes or stripping the freeze frame data? Customer is going to operate the vehicle without the Snapshot device for awhile and return if the check engine light comes on again.

Should have sent him to the dealer. This job sucks. Just ranting. For those unaware the front axle gets removed, then the pan comes out with the pickup tube. Oil dripped on my head for hours. I tried a dozen ways to cheat the book time on this one and failed.

The last guy must have cross threaded it. Problem is how do I get the wheel off, the end snapped off the bolt but the taper is still holding the wheel on. I'm going to try and drill it, but if you guys have any tips it'll be appreciated. I do have extra wheels if it comes down to the smoke wrench.

03 Buick Park Ave intermttent no starthttps://www.autoshopowner.com/forums/topic/9551-03-buick-park-ave-intermttent-no-start/got a problem child from another shop. 2003 buick park ave 3.8 supercharged. randomly wont start, never stalls, once you shut it off it sometimes wont start. P0300B is the only code. Got it to duplicate the problem and have 55 psi fuel pressure, good spark, good pulse at injectors, crank sensor is registering a signal on datastream. Map sensor reading is 29.83 inHg at sea level. This came from another shop where they gave it new plugs and wires and then ran out of guesses. Im leaning toward a bad crank sensor, ive had one before where it showed up on the scanner datastream but did not fire. Anyone else run across this before

OBD II getting code 89https://www.autoshopowner.com/forums/topic/9878-obd-ii-getting-code-89/98 Cherokee 4.0 automatic. Came in with a P0123 and a couple of 700 codes. I should have kept documentation on those but I didn't. Changed out a bad TPS test drove and cleared codes. 2 hours after the customer picks it up he returns. It is running rough and does not want to shift. We now have codes P0122, Tps signal low. P0123, TPS signal High. And 89 description unavailable. I have never seen a 2 digit code from Obd II.

 

Diag. on the codes say do the high first. Followed procedure to the point of replacing the PCM. I did with no changes. The low side proves the same TPS and circuit wiring and replaces the TCM. Which I am now reluctant to do. I believe what ever is causing this Mystery 89 code is the source of my problem.

 

Tech support for my OTC scanner say its a Chrysler code. Local Chrysler techs say not one of theirs. Any Ideas out there?

Jeep Liberty 45RFE transmission woeshttps://www.autoshopowner.com/forums/topic/9471-jeep-liberty-45rfe-transmission-woes/Customer brought in his 03 Jeep Liberty 3.7 4x4 with no reverse and slipping in forward gears. Transmission fluid looked like black coffee. 180k, we put a new transmission in. Now it slams into gear has no reverse and grinds going into park. Makes a terrible rattling noise in reverse. Feels good in drive. After checking the linkages and connectors and fluid ATF+4 we pulled the tranny back out and everything looks OK, torque converter was installed properly, nothing looks broken. Called the company, asked for help, and and they are sending another rebuilt unit. I am going to put the new one in but I have a funny feeling it's not going to go as smooth as I'd like, Mitchell says a quick relearn procedure must be done with a DRBIII. Nothing on identifix or on the Jeep forums. I admit I might have fallen off the turnip truck a few times but I never heard of a tranny not working in Park and Reverse due to a computer issue. Shift points I can understand, but Park? Usually limp mode is P/R/N/ and one forward gear. Maybe the rebuilder forgot something when he assembled it, that's all I can hope for. For the record we used this company for years with no problems. Anyone seen this?

Transmissions are admittedly a weak point for me as I know very little about them. About 6 months ago the transmission went out on my service van (1994 Plymouth Grand Voyager 3.8L) and so I bought one from salvage, changed the filter and fluid, and replaced it. It has done well up until this point, but lately I have noticed it has started to shudder on acceleration (feels like the whole front end is shaking from side to side!) at about 20 or 25 mph and then if you get up and faster than it will keep shaking even after I let off the accelerator. I have discovered that if I shift it into neutral while this is happening that it will immediately smooth out. Initially I thought it was a tie rod or something suspension/steering related, or maybe a bad axle, but wouldn't it keep shaking even in neutral if that was the case? Any and all help would be appreciated!

Im fine with programming the pcm but thinking on the key code programming, will I be able to do that too? His brakes are extremely touchy and lockup with very little pedal pressure. Brakes are almost new on all 4 corners. Before I replace the hydro boost unit just want to see if anything else could cause this problem. Power steering works fine, if anything it is also a bit sensitive.

All fuses and relays seem to be testing correctly. Did read online that a lot of people have had issues with the Thermal Protector going bad. Any assistance would be greatly appreciated!
